737.0 WMDC RESPONDE TO SPEED SURVEY

738.0 DISTRICT COUNCIL TO MAKE ANY COMMENTS ON MATTERS ARISING SINCE THE DATE OF THE LAST MEETING
Cllr Maureen Cummings reported as follows:
· WMDC have resolved to sell the land at the rear of Mill Lane
· The Fairground at Ryhill will be a regular occurrence and will next arrive during August 2009
· Reports from residents have highlighted parking and congestion problems off Sunny Bank with Allotment tenants parking. WMDC will not issue residents with parking permits as these are only given in hazardous areas and this stretch of road does not comply.
· The verges at Cemetery Road have been treated but will receive a further treatment.
· Cllr Cummings had contacted Bob Whyatt at WMDC and hoped he would attend the meeting to discuss highway problems, he had not turned up and Cllr Cummings would follow up on this matter
· Cllr Cummings gave the Clerk the contact details of Bob Taylor and asked her to contact him about the dog fouling stencils and if the PC could complete the task themselves.
· Mr Brannan requested permission from the Chair to ask Cllr Cummings why she had thought it necessary to rally people in the village to object about his planning application. Cllr Cummings told Mr Brannan that his information was incorrect and that no planning objections had been submitted by Cllr Cummings, and this could be clarified by contacting planning department at Wakefield.

Sub Committee comments
The Committee objected to application 09/01048 as they felt the village was well served with taxi companies and thought any such company would encourage anti social behaviour from congestion and noise nuisance.

743.0 ALLOTMENT MATTERS
Cemetery Road
Cllr L Whitford had received complaints about 30 foot high trees encroaching on Allotment site. The trees belong to the nursing home who promise to do a cut back.
Mr Lumsden asked if he could move the existing boundary fence because weeds were seeping through to his plot. RESOLVED. Permission denied.
Can he use weed killer instead.
Cllr G Booth has submitted a planning application for paths maintenance and is waiting the result.
Sunny Bank
There is now 34 plots at Sunny Bank and they are all taken.
Cllr C D Bashforth has approached Monkton Coke about grant funding for a container.
Residents of Sunny Bank have complained about parking issues. The PC is still waiting for WMDC to contact them about a disabled bay being installed.
Cllr Bashforth explained that vehicles could not access through the stray as it was not a public highway. A working group will be formed to investigate the issues of parking.
744.0 APPROVAL OF AUDITED ACCOUNTS 2009 AMD APPOINTMENT OF INTERNAL AUDITOR
The Accounts had been completed by the Clerk and duly signed by the Chair. The Accounts would now be inspected by the Internal Auditor and the PC agreed to appoint Yorkshire Audit as Internal Auditors for 2009. The Accounts would then go for further inspection by Mazars External Auditors.
745.0 ANNUAL FINANCIAL RISK ASSESSMENT
The Clerk had completed the annual financial risk assessment and this was duly approved and signed by the Chair.
746.0 ADDITIONAL DOG FOULING BINS
Cllr Burnage reported that WMDC would not be providing any more dog fouling bins at present. RESOLVED. The PC agreed to purchase two extra bins and the Clerk was instructed to contact WMDC for a price.
747.0 RYECROFT SPORTS CENTRE
The new youth leader was now in place.
Cllr Richards reported that despite difficult economic times trading was satisfactory. Cllr Wood had been approached by Costcutter who wanted to hand over the funds to Sports Centre on the official open day. Cllr Richards would organise a photo call.
The PC will organise another parish walk to look at the play equipment at the centre.
748.0 ACCOUNTS
Resolved. That the Council agree to spend the sum of £2734.24 for the months of July and August recess, in accordance with precept budget and Accounts and Audit regulations 2003 (as amended).
