358.0 APOLOGIES FOR ABSENCE

Apologies were received from Councillor M Cummings who was absent pending the district council elections, and did not want to influence the electorate.

359.0 DECLARATIONS OF INTEREST

Declarations were received from Cllr G Booth in relation to Caretaker duties

360.0 MINUTES

RESOLVED. That the minutes be accepted as a true and accurate record.

Matters Arising

Cllr Whitford said he did not see a need for a locking system to be introduced at Cemetery Road graveyard. RESOLVED. The Parish Council agreed to take no further action on this matter at present.

361.0 DISTRICT COUNCIL TO MAKE ANY COMMENTS ON MATTERS ARISING SINCE THE LAST MEETING DATED 13 MARCH 2007

Cllr Richards asked the district members if they would keep a check on the land at the Old Station Site and keep the Parish Council fully aware of any developments.

Cllr Isherwood reported that he had received many complaints from residents regarding anti social behaviour, these matters had been raised with the Corporate Director at WMDC. The District Council acknowledged that the yellow lines were still missing between numbers 8 to 26 Mill Lane. RESOLVED. The Clerk will chase WMDC about this matter.

The Parish Council discussed the possibility of hiring a mobile CCTV for the area to prevent anti social behaviour.

The Clerk reported that she had not received a response from WMDC about additional lighting columns to the rear of Mill Lane. RESOLVED. The Clerk writes again to Roger Lockwood and copy in Cllr Manifield.

362.0 CORRESPONDENCE

RESOLVED. The Parish Council agreed to commit to develop a Young Peoples Centre with a donation of £246k funded by WMDC. The Youth Centre Committee will then look at funding donations from other bodies, i.e Princes Trust, Chevin Housing Group etc.

The Clerk was asked to write to West Yorkshire Police and invite them along to the forthcoming Annual Parish Meeting of Ryhill Parish Council.

The Clerk was asked to contact Neighbourhood Action for a street clean of Ryhill. The Clerk was also asked to contact Ron Lord Webmaster and invite him along to next meeting., would he consider letting Ryhill PC have a page on his website?

363.0 PLANNING

Applications seeking approval:

07/00226/FUL 1 Felkirk Drive, Ryhill. Part two storey, part single storey extension to side/front. Mr and Mrs Toon

07/00264/FUL 116 Station Road, Ryhill. Detached garage to rear (retrospective). Mr fagg

Applications approved:

07/00324/FUL 15 George Street, Ryhill. Dormer to front (resubmission). A Sale

364.0 ALLOTMENT MATTERS

RESOLVED. The Parish Council gave permission for Mr M Cooke to place a shed on his Allotment, as long as he removed it at the termination of this tenancy.

The Clerk was asked to send out tenancy agreements to new tenants and a bill for Mr Lowrie.

Cllr Whitford asked for a clean up of the Cemetery Road Allotments site? The Parish Council agreed to this request and asked that it be organised by Cllr Whitford.

Cllr Booth asked for permission to cut another six keys for Allotment gates. RESOLVED. The Parish Council agreed.

365.0 RRAID

Cllr Bashforth had been contacted by Groundwork Trust, she will meet with them in late April 2007.

366.0 RYHILL COMMUNITY PARTNERSHIP

Cllr Whitford reported that he had been contacted by Groundwork Trust and he would be meeting with them in the near future to discuss environment issues.

367.0 TRAFFIC CALMING MEASURES – CHAPEL STREET

The Clerk was asked to contact Highways Dept regarding possible traffic calming solutions for Chapel Street? Cllr Burnage asked if anything can be done to ease the traffic.

368.0 RYECROFT SPORTS CENTRE

Cllr Ward Richards had no further report.

369.0 ACCOUNTS

RESOLVED. That the Parish Council agreed to pay the sum of £1299.56 for the month of April 2007.
